Yes, as another answer said, it can easily be done in Photoshop... BUT... that does not mean it will look good, in fact, it will likely look terrible. You are just enlarging pixels to many times their actual size, and you will have an blocky, ';swimmy'; looking photo. I would forget it unless you can get the original high resolution photo for printing.

You can't print at 72 dpi. That is for images on the computer to look normal. But for a print to look normal, it needs to be 300 dpi.
So you need to get the original file that is higher resolution. Like in your camera you can set the images to be large, and then once you import it into photoshop you will see that it is a large file, and you can set to the size and dpi that you need. But you can't go the other way. Once it's small, you can't make it big. Without looking really bad or really tiny.
That can easily be done in photoshop. You just open it up, go to image size and change the 72 to a 300 in the correct box.
Or if you can take the photo again, change the setting on your camera to the highest quality which should already be in 300 dpi.
If all else fails, tell the person you don't know how to change it, and perhaps they can change the file before it is printed.

You can change it, but the quality will be awful... I'm guessing you got this picture online... there's a reason why they set it to 72dpi, so other people can't make a nice print out of it.
