How do you chnage the dpi on a digital photo using microsoft xp?

I have to send somone a digital picture but it's need to be a certain dpi. First of all, how do I tell what dpi it has and then how do I change it?How do you chnage the dpi on a digital photo using microsoft xp?
Using Microsoft Office picture Manager open your picture, from your tool bar choose picture, then resize. On the right hand side you will see (Size Setting summary) that is the actual size of you picture. Right above you will see resize settings, from the drop box you can choose sizes choose email and you are done, ready to email it.

Next easy and simple is using picasa from google (FREE) no matter how large your photo is, it will resize it automatically for emailing it.

PS:

if using Microsoft Office picture Manager make sure that you make a copy first or else the original will be lost. How do you chnage the dpi on a digital photo using microsoft xp?
Either use Photoshop or GIMP. Both of these allow you to change the resolution of the image. But a big problem persists. If you are trying to increase the DPI of an image say from 72dpi to 300dpi. Then you are going to have some serious image clarity issues.
Good question. I will be following the answers with you. I am a technophob and was afraid to even ask. Thanks !!
