Yes, you can do it in Gimp http://gimp.org You would go to Image - Image size, then in the dialog box you can set your size and DPI. However, upsizing a 72 DPI photo to 300DPI will result in a pixelated. ugly photo, especially if you are trying to print.

Try downloading GIMP, it's an open source software much like Photoshop and I do believe you will be able to change the dots per inch in that software program. Cheers!
